Ontario to join U.S. green plan

Complaining the federal Conservatives aren't doing enough to combat climate change, the Ontario government said yesterday it will join an emissions cutting program launched by several U.S. states.

The program, which so far includes New York and eight other northeastern states, puts an absolute cap on emissions from electricity generating stations and would allow those that are below their targets to sell credits to those that are above.

"We're pursuing these state-based initiatives because there's no federal trading system," Environment Minister Laurel Broten said.

"We want to send a clear signal to the federal government that Ontario is in favour of a cap and trade strategy," a senior Liberal said.

Part of the provincial Liberal strategy is clearly to assert itself as a major player in the fight against global warming with an election coming on Oct. 10.

Federal Environment Minister John Baird will soon announce a climate change plan for power plants and other large industries, but the federal government has indicated it would let emissions rise as production increases rather than impose a hard cap. It has suggested the plan would include emissions trading, but has been unclear on whether it would let Canadian polluters participate in any international market.
