League minimum is $400,000, I beleive. I presume they just want him to set an example for the kids in Hamilton, the way that Gavin Morgan did last season. The difference is Jason Ward sucks, he hadn't shown that he can compete at the nhl level after many chances. Unfortunately, his qualifying offer was around $650,000...the team couldn't offer him less then that. Gainey can replace him with a player he'll pay the minimum...and he knows it obviously. He spent parts of two seasons with the Columbus Chill of the ECHL. I don't recall the name though, he wasn't the primary fighter on the team.
