That means that a guy who is a neutral 3rd party will hear both the team and Luongo and when then decide how much Luongo will make the upcoming season... Niedermayer was awarded 7M this way. I thought under the new arbitration the the arbitrator could pick a number somewhere in the middle if he so elected?
