Because the owners aren't letting them work. That's what a lockout is. But, if you're asking why they won't give in, (I'm guessing that's what you mean, forgive me, these boards are hard to read between lines), it's probably because they don't want to lose bargaining power, and lose further income down the road. Like how coal miners would take odd jobs to keep food on the table.
