Because there's no reason for me to spend nearly 100 bucks for one when I have no plans to leave the country any time in the near future. I always seem to have more problems getting into Canada then back into the US. I have shown my tickets with my birth certificate and drivers license and still been pulled over my last 2 times into Canada last season. Doesn't matter anymore for me as I have a passport now.
