Had Tampa been a contender for a few seasons when they won the Cup? Nope. What about Carolina? Definitely not. Anaheim? They had a miracle run in '03, but kind of fell off the chart the following season and then became a contender when Niedermayer was signed. I think that kind of bunks that theory.

Yeah, that's the exact same reasoning I used in my "lineup projection." While we might not have any bonafide superstar Niedermayer/Lidstrom/Prongers, we'll have a ton of solid guys who can easily pick up the slack.
I guess it's to prevent a team from "accidentally" going above the cap. There's definitely pros and cons both ways though. It should really be re-worked.
