Its the end of regular season sum of the total money spent in the season. From what Bob Mckenzie said at the signing of the CBA, it's not a paper cap, as in teams must only have players totaling a maximum of 39m, at any point in the season. Instead it is a real cap. At the end of April, when the league counts up how much each team spent on their NHL level players, that figure cannot exeed 39m. So for a team like the devils who are currently over 5m over the cap, Lou doesn't have to worry until about jan. or feb. when he will have to drop some paychecks to make sure his total payroll payout stays under 39m. IF Markov's contract called for $1.5 Million this year, then he counts $1.5 Million against the cap this year. THerefor the Habs have $37,500,000 more under the cap if no other player was signed.
