To answer the last part first, yes, they count like regular salary. Weber's LTIR could be used to cover the overage but if he wasn't on the roster, they wouldn't be over in your scenario. Weber's contract isn't really an asset that they can get creative with. We know two things - they don't want to retain on multi-year deals and they badly want out of LTIR.
